Definitions:

New (Factory Sealed) - A product this is new, never used, in its original factory packaging that has not been opened.

New (Surplus) - A product this is new, that may or may not come in its original factory packaging, and that may have been tested or have some shelf wear.

Used (Working) - A product this is used, that contain some cosmetic wear, but is in perfect working condition.
